Three-year-old Kadie O'Bannon, top photo, decorates her father, Jon with a remnant from a ribbon-cutting ceremony conducted moments earlier to mark completion of the Frank O'Bannon Highway north of St. Croix. The granddaughter, wife and son of the late Gov. Frank O'Bannon joined Lt. Gov. Becky Skillman, state and local officials and contractors for the Wednesday-morning event. Rain forced participants indoors from the Indiana 37-Interstate 64 intersection to the nearby Phil Etienne's Timber Harvest-Bear Hollow Woodcrafters showroom.
