David Biever is sworn in by Mayor Mary Snyder at a Cannelton Board of Public Works and Safety meeting Monday at City Hall. He was promoted to sergeant Jan. 1, filling a vacancy left by the promotion of Lee Hall to police chief. Biever was hired as a reserve officer in April 2009, then moved into a part-time position the following July, Hall said, before being appointed as a first-class patrolman last October.
