Frost lingers atop concrete pipe awaiting installation as a heavy-equipment operator moves dirt Wednesday morning at the site of the new county jail. The Perry County Redevelopment Authority had just met in the nearby courthouse to approve invoices connected with the construction, which totaled $246,820.59. County attorney Chris Goffinet said $4,400 of that went to the Evansville engineering firm, Bernardin-Lochmueller, which recertified the area as not being in floodplain after elevation was added.
