TELL CITY – The Perry County Redevelopment Commission selected the second of four bid proposals in a meeting last Monday, assigning $73,806 worth of work in the county courthouse to Kleeman Masonry of Troy. Six other companies will participate in the renovation.
“We have reviewed the bids received Oct. 16,” explained Kamie Hubbs, interior design associate with the Universal Design architectural firm of Ferdinand, “and set up various bid proposal options.”
Those proposals were listed in a document she shared with the commission and included as Proposal 1 miscellaneous construction, painting, flooring and electrical work. Proposal 2 included that work plus remodeling of restrooms. Proposals 3 and 4 included the work described in Proposal 2, then incorporated other work. For Proposal 3, it was adding a vinyl base in the building’s corridors and the cost would have been $349,598.54. Proposal 4 would have added the replacement of the facility’s front doors for $3,542. Kleeman Masonry was the only company proposing to perform work under a base bid for miscellaneous construction, bidding $36,311 to replace countertops and cabinets and expand a courtroom jury seating area to make room for wheelchair users. It was also the sole bidder for an alternate bid under which the company offered to perform miscellaneous construction in two restrooms. Also listed under Proposal 2 was painting work awarded to Sabelhaus & Sons Painters and Decorators of Tell City, which offered to perform painting under Base Bid 2 for $65,145. Base and alternate bids for flooring in other areas and flooring and wall tiling of the restrooms went to Conner Floor Covering of Tell City for $139,750 and $24,495, respectively. Casey Electric of Tell City will perform electrical work in other areas for $39,772.54 and in the restrooms for $1,740, bringing the total to $344,708.54. Hubbs said she recommended Proposal 2 “because the maximum amount for this project, as we know it, is $350,000. So if we stick to the 344 (thousand dollars), we have a contingency there if we do come across any change orders in the future.” Change orders are modifications to a project that can add to or subtract from its cost.
If costs are held to the bid total, “we could always add the aluminum doors or the vinyl base in the corridors, she added. Those doors would go between the courthouse lobby and the clerk’s office.
The work will bring restrooms just off the building’s main lobby up to standards identified in the Americans with Disabilities Act, Hubbs said. Other unisex restrooms elsewhere in the building already meet those standards, she added.
In submitting their bids, contractors were required to list any subcontractors they would use. That block was marked as being not applicable for all but Kleeman Masonry. That company listed Ettensohn and Co. for casework and tile, Braun Plumbing and Heating for plumbing and Thomas Glass and More for doors and hardware. All are Tell City companies.
In addition to selecting the contractors, the redevelopment commission voted to allocate $401,708.54 to finance the work. In addition to the above costs, the total includes $25,000 for the engineering contract, $20,000 for moving furniture and $12,000 for the relocation of computers and phones.
The cost to move the furniture was originally projected at $10,000, but County Auditor Connie Berger said she was unaware of the precise amount when she drafted the additional appropriation. The commission opted not to revise the figure.
Hubbs said award letters would be sent to winning bidders and letters of thanks to the unsuccessful bidders. Certificates of insurance would be sought from the winners that hadn’t already provided them, she said, contracts would be drafted to undergo an attorney’s review and a preconstruction conference would be scheduled.
