County man faces new charges of sexual misconduct

TELL CITY – A Perry County man already facing allegations of sexual misconduct with a minor has been charged with new felony charges of sexual battery and criminal confinement.

A criminal summons was issued Aug. 27 against Matthew A. Finley, 39, 214 Fourth St., Cannelton. The two charges are Class D felonies and allege that he improperly grabbed another man last fall.

According to probable-cause affidavits filed in Perry Circuit Court, Finley allegedly locked the man inside a bathroom inside Finley’s home and demanded oral sex. When the man refused, Finley allegedly grabbed him in the crotch.

Perry County Sheriff’s Deputy Richard Kratzer investigated the incident last fall and forwarded information to the Perry County prosecutor’s office. Formal charges were filed last week.

Finley already faces two counts of sexual misconduct with a minor filed in May 2010. He is accused of paying a teenage boy for sexual contact. A trial on those charges has been delayed several times and is now slated for Feb. 3.
